Prior to embarking on her consulting career with EY, Loretta delivered drilling, capital and operational programs for ExxonMobil across Bass Strait and the North West Shelf. Loretta later progressed into executive leadership roles for KBR and held major program delivery accountabilities including Risk & Controls Manager for the Shell $10b GTL program. Marion Terrill is the Transport Program Director at the Grattan Institute. She joined the Grattan Institute in April 2015 to establish the Transport Program. She has published on a wide variety of topics, including public investment in transport infrastructure, politicization of transport investment, value capture, road congestion in Australia’s major cities, and project evaluations, including what discount rates should be used.

In 2016 she published a major report on cost overruns on transport infrastructure projects, looking for the first time in Australia at all projects valued at $20 million or more and planned or built since 2001. Despite a widespread view that Australia does not have a cost overrun problem, she found that cost overruns account for nearly a quarter of project budgets. She also found that most problems are caused by a relatively small number of projects, with 90 per cent of Australia’s cost overrun problem explained by 17 per cent of projects that exceed their promised cost by more than half.

Marion came to the Grattan Institute as a leading public policy thinker with experience that ranged from authoring parts of the 2010 Henry Tax Review to leading the design and development of Australia’s online government account for citizens, known as MyGov account. She has provided expert analysis and advice on labour market policy for the Commonwealth Government, the Business Council of Australia and at the Australian National University.

Marion Terrill is the Transport Program Director at the Grattan Institute. She joined the Grattan Institute in April 2015 to establish the Transport Program. She has published on a wide variety of topics, including public investment in transport infrastructure, politicization of transport investment, value capture, road congestion in Australia’s major cities, and project evaluations, including what discount rates should be used.

In 2016 she published a major report on cost overruns on transport infrastructure projects, looking for the first time in Australia at all projects valued at $20 million or more and planned or built since 2001. Despite a widespread view that Australia does not have a cost overrun problem, she found that cost overruns account for nearly a quarter of project budgets. She also found that most problems are caused by a relatively small number of projects, with 90 per cent of Australia’s cost overrun problem explained by 17 per cent of projects that exceed their promised cost by more than half.

Marion came to the Grattan Institute as a leading public policy thinker with experience that ranged from authoring parts of the 2010 Henry Tax Review to leading the design and development of Australia’s online government account for citizens, known as MyGov account.
